I have traced ghostwriters across continents, followed the money through essay mills and offshore accounts, and sat across from candidates who confessed — some in whispers, some in boastful laughter — that their qualifications were fiction. I have watched universities close ranks, bury complaints, and threaten those who dared to speak.

What I have found at Lancaster University is not an aberration. It is the culmination.

This correspondence constitutes a formal right of reply. It concerns Ms. Saima Zaffer, a PhD candidate at Lancaster University's Faculty of Law, and the alleged complicity of her supervisory team in one of the most damning cases of academic fraud I have investigated in two decades.

I have conducted an on-camera interview with the writers who produced the dissertation at the centre of this case. It is further alleged that Ms. Zaffer subsequently boasted that her supervisors were "friends" and that she intended to pay them £3,000 to secure her award, rather than honouring the outstanding balance of £6,000 owed to the company that produced the fraudulent work.

II. THE FAILURE OF SUPERVISION

This case casts an unforgiving light upon the supervisory and quality-assurance mechanisms within the Faculty of Law. The supervisors of this PhD — Dr. Siobhan Weare ([email protected]) and Professor Suzanne Ost ([email protected]) — are alleged to have failed in their duty of care and their responsibility for academic integrity.

Lancaster University's Procedure for Investigating Potential Research Misconduct (2025) is unambiguous. The University, it declares, "expects the highest standard of research integrity," and misconduct is defined as behaviour that "fall[s] short of the standards of ethics, research and scholarship required to ensure that the integrity of research is upheld." That procedure applies squarely to current Postgraduate Research Students.

It defies credulity that a candidate could submit work written by a third party — in its entirety — without detection by her supervisory team. The apparent absence of diligence, coupled with the alleged willingness to accept personal payment to shield the student from consequence, constitutes a fundamental breach of trust and institutional policy.

III. THE CONFESSION AND THE UNIVERSITY'S RESPONSE

The writers' company has furnished a transcript of Ms. Zaffer's confession and evidence of the transaction. The company has consistently maintained that it seeks only payment for the work it produced. Lancaster University's response to that legitimate claim has been, I am informed, intimidation and baseless legal threats — check here deployed to protect institutional reputation rather than to confront the fraud at its core.

If the University is genuinely committed to resolving this matter with integrity, it must:

1. Compel Ms. Zaffer to provide a full account of her conduct; and

2. Require Ms. Zaffer to engage transparently with the writers' company to settle this financial dispute.

IV. THE DEMAND AND THE CONSEQUENCE

The sole demand is full payment for the work completed by the writers. Those writers were never paid. They seek only fair compensation for their labour.

Ms. Zaffer failed to disclose, in a timely manner, that the paper was to be submitted as her individual work. Had she done so, the service would never have been provided. She repeatedly represented the work as a "practice paper," only to change her account after delivery and introduce supervisors' feedback without their knowledge.

Once payment is received, the financial dispute may be considered closed. The question of academic integrity, however, remains paramount — for the institution and for the Ministry. Ms. Zaffer's award must be retrospectively recalled. Dr. Weare and Professor Ost must be held accountable for their failure of duty. To allow this qualification to stand would be to devalue the achievement of every legitimate PhD candidate, to stain the reputation of Lancaster University, and to erode public confidence in British higher education.

VI. REQUEST FOR RIGHT OF REPLY

In accordance with the principles of fair and ethical journalism, I invite each party to submit a statement in response to the allegations contained in this report:

· Ms. Saima Zaffer — to respond to the allegations of academic fraud, qualification falsification, and her confessed use of an essay mill.

· Dr. Siobhan Weare and Professor Suzanne Ost — to respond to allegations of supervisory negligence and to the claim that they were offered £3,000 to secure Ms. Zaffer's award.

· Lancaster University — to respond to allegations of institutional failure, the intimidation of whistleblowers, and its handling of this matter under its own Procedure for Investigating Potential Research Misconduct (2025).

Responses must be submitted by 3 October 2026 at 17:00 BST. In the absence of a response, this report will proceed to publication and broadcast with the evidence presently available, including the on-camera interview with the dissertation writers, the confession transcript, chat conversations, screenshots, supervisor emails, and the dissertation itself.

The Ministry, the University, and the public deserve a thorough and transparent investigation into these allegations. I trust that the Ministry of Education will treat this as a matter of national importance concerning degree fraud. I trust that the University will fulfil its obligation under its own policies to investigate this misconduct without undue delay. And I trust that the media will provide the public scrutiny necessary to ensure that such practices are not permitted to continue.
